Grants:
These must be for authorised purposes benefiting communities within the boundaries of the Porirua City Council or within a 3 km radius of facilities where gaming licences in the name of MCGF are held, in accordance with our stated objectives and the conditions of our licence to operate gaming machines.
The criteria and processes by which grant applications are considered are:
Criteria :
- All applicant organisations must be recognised as being non-commercial, not for profit organisations and have no commercial affiliation.
- Organisations that have been established for less than 12 months must provide an annual budget. Where organisations have been established longer than 12 months, they must provide audited accounts.
- Each applicant is entitled to one grant only per calendar year other than in an exceptional circumstance.
- There must be no conflict of interest existing between the applicant and the provider of the goods or services.
- The purpose of the grant must be “future focussed” and not retrospective.
- Expenses must be incurred within New Zealand with the exception of items not available in New Zealand.
- Salaries and wages will be considered but are rated as a low priority.
- An application for a grant must not be for a purpose that the New Zealand Government is obligated to meet.
- Administration expenses have a very low priority rating and will not normally be considered except in the case of Welfare groups.
- The purchase of motor vehicles is a low priority and will not normally be considered.
- Catering and bar expenses, other than for Welfare purposes such as Senior Citizens Xmas lunches and RSA Anzac Day functions, will only be considered where special circumstances exist.
Additional Criteria for Sports:
- Applications must be for the benefit of amateur participants only.
- Applications must be for the benefit of players – not supporters.
- Sports clubs should be affiliated to a SPARC recognised national body and preference will be given to those that fulfil this requirement.
- Only clubs may apply for funding and applications from individual teams will not be considered.
Overseas Travel Grant
Funding for airfares for overseas travel will only be considered where the person or group concerned are representing New Zealand and the application is confirmed by the national body. The grant is limited to $700 for travel to Australia/South Pacific Islands and $1,500 beyond Australia/Pacific Islands. Overseas travel grants are only available once in a three year period unless there are exceptional circumstances.

Additional Criteria for Pre-Schools and Schools:
- Educational institutions are entitled to apply for one grant only
each calendar year for such purposes as each school may determine.
- This policy shall apply to all schools and licensed pre-schools in the Porirua area. Each year the Board will establish the amount that schools can apply for within their relevant category for any of the various purposes as set out below.
- Grants must not be a substitute for government expenditure nor for capital works e.g. buildings. The philosophy behind the grant is that it is to support learning from a child’s perspective.
- Applications for grants will be called in July each year for payment by 31 August
School categories and grant purposes are as follows:
Early Childhood (under 5’s):
- play equipment – outdoor/indoor and storage
- books
- puzzles
- centre equipment e.g. bookracks, collage trolley, water troughs
- safety improvements e.g. childproof gates, outside sun shelter
Primary and Intermediate:
- outside play equipment and storage
- safety improvements – shade house
- cultural requirements – performance equipment
- outdoor education equipment
- musical instruments and resources
- library books
- computerisation of the library system
- CD-Roms, videos for library/teaching use
- CD-Roms, software that support the curriculum and develop skills
Secondary:
- sports and outdoor education equipment
- musical instruments and resources
- library collection and resources
